Technology to identify the number plates of vehicles that jump traffic lights exists in many advanced countries. However, for developing economies, financial and technological constraints have been the major factor preventing them from acquiring technologies. For this project, a low-cost Automatic Number Plate Recognition (ANPR) system has been developed. With this system, drivers who jump traffic lights can easily be identified and fined with little to no manual work from the police or legal authorities. The system also provides a user-friendly administrator interface to relevant authorities giving them permission to access and monitor records of all incidences captured on the ANPR system. This documents also contains results from testing the system as well as future works.
